Krishna's incarnation : A boon of the innocents and bane for the aggressors.

यदा यदा हि धर्मस्य ग्लानिर्भवति भारत |
अभ्युत्थानमधर्मस्य तदात्मानं सृजाम्यहम् || 7||
yadā yadā hi dharmasya
glānir bhavati bhārata
abhyutthānam adharmasya
tadātmānaḿ sṛjāmy aham
“Whenever and wherever there is a disastrous decline in righteousness and predominance of crime, exploitation and Adharmic deeds (Unrighteous deeds), Hey descendant of Bharata, I descend Myself”.
परित्राणाय साधूनां विनाशाय च दुष्कृताम् |
धर्मसंस्थापनार्थाय सम्भवामि युगे युगे || 8||
paritrāṇāya sādhūnāḿ
vināśāya ca duṣkṛtām
dharma-saḿsthāpanārthāya
sambhavāmi yuge yuge
“To rescue the innocents, to castigate the miscreants, as well as to reestablish the principles of Dharma, I take brith after birth.

Lord Krishna had emphatically declared that whenever and wherever there is an existence and escalation of Adharma (unrighteousness), HE would appear to terminate the problems and tribulations of the common people thereby saving the innocents and punish the sinners. In HIS life, Lord Krishna enacted various administrative modalities that needed to be emulated by the politicians.
In chapter ten, while describing about his iniquitousness, Lord Krishna tells Arjuna that the greatest amongst warriors, Lord Rama, is none other than HIM. Lord Rama took incarnation in the Treta Yuga when atrocities augmented to the intolerable level under the evil forces of King Ravana who were on a rampage creating unrest, fear and tumult in the society.
Lord Rama decimated the barbarous forces of Ravana in the TRETA YUGA and established Ram rajya means Dharma Rajya which actually implies righteous administration for welfare of people. Lord Rama too suffered enormous tribulations in his life. Despite the turmoil, HE conformed to Dharma and taught the citizens to follow the path of Dharma.
The lives of Lord Krishna in Dwapar Yuga (Era) and Lord Rama in TRETA YUGA were not bed of roses. In order to create a harmonious society by eliminating wicked forces and save the innocents, they too had to confront with many obstacles, aspersions and hostilities. Despite encountering impediments, THEY re-established Dharma not through any miracle but appointing efficient administrators at the helm of various capacities.

Relating with the volition and purpose of Lord Krishna, it becomes necessary for us to assess whether the Law enforcement authorities are formulating policies that are in conformity to the principles promulgated in Gita by Lord Krishna. Implementation of stringent measures is imperative to reinstate serenity in society and protect the mass as Lord Krishna asserted in his declaration.
